SOE may tolerate millisecond accuracy; synchrophasor or sampled-value applications can require much tighter synchronization.
Clock failure needs quality signalling
IEDs should alarm loss of synchronization and records should expose degraded time quality rather than silently free-run.
Engineering application method
- Step 1: List services, traffic and latency classes.
- Step 2: Create physical and logical network diagrams.
- Step 3: Select redundancy and switch supervision.
- Step 4: Define SNTP or PTP architecture and accuracy.
- Step 5: Test failover, congestion, clock loss and restoration.
Practical example
Two event records with timestamps 4 ms apart cannot be ordered confidently if one relay has lost synchronization and is free-running. Time-quality status is part of the evidence.
Common mistakes
- Using one flat VLAN for everything.
- Selecting ring protocol without IED support.
- Confusing network redundancy with clock redundancy.
- Ignoring multicast load.
- Not alarming time loss.
